Unifying Engineering Workflows with a GitHub-Native Migration Solution

Background

A leading semiconductor manufacturer wanted to bring engineering work tracking onto a more unified platform. Teams were managing work across Azure DevOps (ADO) Boards, Jira Projects, and GitHub, creating an opportunity to consolidate project management alongside the code and development workflows already moving into GitHub.

The organization chose GitHub Projects and Issues as its destination, with a broader goal of creating a more integrated developer experience and enabling emerging capabilities such as GitHub Copilot agent flows.

Moving the work was not simply a matter of transferring records. ADO, Jira, and GitHub organize projects, issues, fields, and workflows differently. The client needed a reliable way to translate that information while supporting migrations across a large engineering organization.

IntelliTect partnered with the client to build a reusable migration solution directly within GitHub.

Challenges

Consolidating work tracking presented several technical challenges. Data needed to move from two different source systems into GitHub while preserving the information engineering teams relied on. Differences in fields and data models required careful mapping between each source and destination.

The migration also needed to operate reliably against GitHub API rate limits. At organizational scale, a process that worked for a small test migration could encounter throttling or fail during larger workloads.

Finally, the client wanted more than a one-time migration script. Teams needed a simple way to request migrations, follow their progress, and reuse the process as additional projects moved to GitHub.

Solutions

IntelliTect worked closely with the client to design a GitHub-native approach that combined automation with a familiar workflow for engineering teams.

The resulting solution included:

1. GitHub Issues for migration requests
   A custom Issue template captures the source platform, project information, and migration parameters. Each migration therefore begins with a trackable GitHub Issue rather than a separate administrative process.
2. Automated migrations with GitHub Actions
   Creating the migration request triggers a GitHub Actions workflow that coordinates the export, transformation, and import process.
3. PowerShell-based migration logic
   PowerShell handles the migration workflow, including extracting source data, transforming it for GitHub, and creating the corresponding Projects and Issues.
4. Cross-platform field mapping
   IntelliTect collaborated with client teams to map ADO and Jira fields accurately into the GitHub data model so important project information remained useful after migration.
5. GitHub API rate-limit management
   Rate-limit handling was built directly into the migration process, allowing larger migrations to execute more reliably without overwhelming the GitHub API.
6. Testing, validation, and knowledge transfer
   IntelliTect tested migration behavior before production use and trained the client team to operate and extend the solution independently.

Rather than introducing another standalone migration application, the solution made GitHub itself the interface for requesting and tracking migrations.

Outcome

The client successfully used the solution to support its initial migration phase on a tight timeline.

More importantly, the project created a repeatable path for continued consolidation. Additional teams can initiate migrations through the same GitHub-native workflow as the organization continues moving work from ADO and Jira into GitHub Projects and Issues.

Centralizing work tracking also supports the client’s broader GitHub strategy. With project information and development activity in the same ecosystem, engineering teams are better positioned to take advantage of GitHub Copilot agent flows and other AI-assisted development capabilities.

The result is not simply migrated data, but reusable infrastructure for continuing the organization’s transition toward a more unified engineering environment.
